Director, Institutional Research, Analysis, and Planning (IRAP)

AD-09-1701 (Excepted Service/Title 10) Salary Range $99,748 – $109,940

This Solicitation of Interest is to create a pool of candidates to fill an excepted service, AD-09 Administrative Faculty position at Marine Corps University (MCU), Training and Education Command, Marine Corps Base Quantico, Virginia.  The incumbent will serve as the Director, Institutional Research, Analysis, and Planning (IRAP).

Job Summary:  The Director, IRAP serves as the MCU expert on all aspects of institutional research, the development and the assessment of institutional effectiveness, and research and analysis to support planning and policy decisions.  The incumbent reports directly to the Vice President for Education Integration, Operations, and Plans (VPEIOP) and offers educational advice to the President, MCU staff, and college/school directors.

Major Duties and Responsibilities:

  • Evaluates outcomes and measures of effectiveness for academic and administrative
  • Researches and analyzes the results of the annual assessment reports of MCU academic and administrative units to identify outcomes and common trends to be used in institutional decision­ making and strategic planning by the President’s Planning Council (PPC).
  • Initiates long-range planning and evaluation processes at MCU to achieve a comprehensive and integrated institutional research and effectiveness
  • Assists in development and coordination of educational policy and establishes common tracking measures for assessing Applies quantitative methods and statistical analysis to measure outcomes, determine trends and correlate data.  Analyzes data using statistical software to support policy and procedures for the Marine Corps.
  • Serves as university coordinator for all MCU surveys as well as coordinates and monitors all surveys and data collection within Develops and conducts web-based surveys to measure satisfaction and level of understanding for individual school and university programs.
  • Coordinates review and approval of Institutional Review Board (IRB) for data collection as needed. Serve as vice-chair on the Marine Corps IRB and provides oversight for all research conducted at Education Command (EDCOM).
  • Supports the development of the MCU Strategic Ensures Strategic Plan goals, objectives, and tasks are linked to the University’s IRAP Plan.
  • Ensures MCU is in compliance with Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) requirements and standards related to institutional effectiveness.

Qualifications Required:

A Master’s Degree or higher from a regionally accredited university with a major in educational psychology, statistics, psychometrics, educational technology, or a related field is required (PhD is preferred).  The ideal candidate will have expert knowledge of research and analytical methodologies, statistical procedures, and academic policy administration at the university level. The ideal candidate will have a mastery of the management and application of educational principles, methods, practices, techniques of instruction, military training systems, curricula and training material development, instructional analysis techniques and methodology, principles of teaching and learning, and performance evaluation.  The ideal candidate will have extensive working knowledge of institutional research technology to include automated methodologies, skills, tools, and resources available to enhance and enrich MCU educational programs.  The ideal candidate will have an extensive working knowledge of survey development and analysis  of survey data.  The ideal candidate will have knowledge of the Marine Corps, MCU, the Southern Association of Colleges and Schools (SACS), and of other education education/ agencies that deliver Professional Military Education (PME).  The ideal candidate will have a high degree of skill in written and oral communications.  A. secret clearance is required.
